Operations Director
The Operations Director provides agency-wide leadership in managing programmatic operations, including Head Start, Child Care Partnership, Housing and Family Services, Retired Senior Volunteer Program, Job and Business Development, and Weatherization/Energy Services. This position is responsible for program support, including program development, ongoing program evaluation, data and outcomes tracking, and program reporting to ensure alignment with the agency's mission. This position fosters collaboration, supervises Program Directors, ensures program compliance, and advances operational efficiency.
The starting salary for this position is $88,104 per year and may be negotiable based on experience. This is a full-time, 36 hour per week position, working Monday through Thursday, 9 hours per day. This position will be based out of our Independence and Eau Claire office locations with regular travel within and outside the service area.
Primary duties include:
Leadership and Administration:
- Provide strategic leadership and administrative oversight for all agency programs
- Ensure funding source compliance
- Assist the CEO with agency-wide strategic planning and the development of new initiatives aligned with ROMA and the triennial community needs assessment
- Supervise Program Directors and Planning and Development staff
- Act as the primary liaison between the CEO and program departments to communicate organizational goals and priorities
- Serve as acting CEO in the CEO's absence
Program Development and Management:
- Lead the development, expansion, and continuous quality improvement of programs
- Work with programs and planning to oversee the grant application processes, including identifying funding opportunities and ensuring timely and accurate submissions
- Collaborate with program staff to design and implement systems for tracking, reporting, and evaluating program outcomes
- Coordinate cross-program integration to maximize resources and enhance service delivery
- Monitor and evaluate program effectiveness, recommending improvements to enhance outcomes and efficiency
- Ensure compliance with all contractual, reporting, and fiscal requirements across programs.
- Provide technical support and leadership for all programmatic activities, ensuring alignment with funding source requirements and organizational goals
Collaboration and Community Engagement:
- Foster partnerships with community organizations, funders, and other stakeholders to enhance WDEOC's programs and services
- Represent WDEOC at public events, conferences, and meetings, advocating for policies and resources that align with the agency's mission
- Build relationships with key community leaders, state organizations, faith-based organizations, and educational institutions
- Represent WDEOC in external meetings and assist the CEO with media, community engagement, and advocacy efforts
Fiscal and Data Management:
- Monitor program budgets with program directors and the CFO, ensuring alignment with funding requirements
- Oversee the management of client information systems (including the agency-wide database), ensuring data integrity and proper documentation for compliance and reporting
- Prepare and deliver detailed program reports to the CEO, Board of Directors, and funding entities
- Collaborate with staff and external IT providers to maintain and upgrade technology systems to support organizational goals and continuous learning
- Work with the CEO, CFO, and Development staff to lead the selection, implementation, and management of donor management software
Staff Development:
- Ensure staff receive ongoing training and professional development
- Develop and implement Program Director succession plans to maintain organizational capacity and expertise
- Provide mentoring, supervision, and professional development
- Facilitate team building to enhance collaboration and morale among programs
Qualifications:
- Strong leadership, organizational, and problem-solving skills
- Excellent written and verbal communication abilities, including public speaking
- Proficiency with data management systems and software, including Microsoft 365
- The ability to build and maintain relationships with diverse stakeholders
- Sensitivity to cultural and socioeconomic diversity and the needs of low-income individuals
- Strong community awareness and the ability to mobilize resources to maintain and expand programs
- A commitment to WDEOC's mission and values
Education and/or Experience:
- Bachelor's degree in a relevant field such as Public Administration, Business Administration, Non-profit Management, Public Policy, or Social Work. Master's degree preferred.
- Requires a minimum of 5 years of supervisory and program management experience, preferably in a not-for-profit organization, demonstrating experience managing budgets, contracts, and compliance requirements.
- Expertise in grant writing and managing recurring applications is required.
