Eau Claire, Wisconsin - April 8, 2025 

The Eau Claire Community Foundation (ECCF) is pleased to welcome two dynamic new members to its team: Beth Blackburn as Program Associate and Joe Carlson as  Vice President of Development. 

Beth Blackburn will join the ECCF as a part-time Program Associate starting on April 15,  2025. Beth brings over 29 years of experience in communications, community relations,  and event planning, most recently serving as a Communications Specialist at Mayo Clinic  Health System. Throughout her career, she has developed and executed strategic communication plans, fostered community partnerships, and led major organizational events. As Program Associate, Beth will provide essential support for ECCF’s grant programs and special initiatives, ensuring high-quality donor service and project coordination. 

Joe Carlson will begin his role as Vice President of Development on June 2, 2025. With  18 years of experience in the nonprofit sector, Joe has a proven track record in fundraising,  strategic planning, and relationship management. He previously served as the Scout  Executive/CEO for the Gateway Area Council in La Crosse, where he successfully led fundraising campaigns, including an endowment initiative that raised $2.9 million.  Joe’s expertise in donor stewardship and engagement, along with his deep connections to the Chippewa Valley, make him a perfect fit to advance ECCF’s mission of growing its impact in the region.
