Eggs & Issues: Parking and the downtown EC experience Along with the significant development and growth in downtown Eau Claire over the past two decades has come growing pains, including what to do about parking. The City commissioned a comprehensive downtown parking study last year, and is now in the midst of determining whether and how to implement its various recommendations. At this edition of Eggs & Issues, we'll hear the latest from Deputy City Manager Dave Solberg on how business and community feedback are being incorporated into decisions scheduled to be made soon by the City Council. Blugold Real Estate purchases former Sacred Heart Hospital In a news release this past Friday, UWEC Foundation's Blugold Real Estate confirmed that it has purchased the former Sacred Heart Hospital campus on Clairemont Avenue in Eau Claire. "Blugold Real Estate purchased the 27-acre parcel and 600,000-square-foot building from Hospital Sisters Health System. As part of the purchase contract, Blugold Real Estate transferred the property to BHEI, Inc., a newly formed non-profit legal entity," the release stated. Curt Krizan, executive director of Blugold Real Estate and president of BHEI, Inc., says the Blugold Real Estate Board approved the purchase of the property after completing its due diligence. “We are considering a number of options,” Krizan says. “This is a unique property in terms of its adjacency to the university, and the value of any real estate is tied to its location.” Now that the sale is complete, Krizan says BHEI, Inc., will continue to review opportunities and determine next steps. “We are excited about the future possibilities, and we hope to share details about our plans in the coming months,” Krizan says. HSHS closed the hospital in March 2024. EC City Council agenda: Ordinance to allow bi-weekly trash collection; contribution to keep Sojourner House open The Eau Claire City Council meets this week, with it Public Hearing on Monday and Legislative Session on Tuesday. See the Agenda Packets linked below for full information. An amendment to the City's trash collections rules to allow bi-weekly trash pick up at a customer's request is on the agenda, with a public hearing on Monday and vote on Tuesday. Also on Monday, the Council will go into closed session following the meeting to discuss negotiations with Visit Eau Claire related to renewal of its contract. Tuesday's Business Agenda includes three resolutions to to express the Council's support for specific state and federal funding proposals, including a film and television production incentive, support for the Governor's proposal to invest $480 million in early childhood education, and to protect Pell Grant and workforce funding for technical college students. On Tuesday, the Council will also vote on providing a $40,000 contribution to Sojourner House, contingent on Catholic Charities certifying that it has raised sufficient funds to keep the facility open for all of 2025. Following Tuesday's meeting, the Council will hold work sessions on the 2026-30 Capital Improvement Plan and on the pilot micro transit project with Eau Claire Transit. Discussion: Pathways to overcoming affordable housing challenges Learn more about one project that provides affordable housing at an event titled “Keys to Unlocking Affordable Housing,” on Wednesday evening. The event will feature Hope Village, an affordable housing project in Chippewa Falls. Hope Village leaders Mike Cohoon and Tiffany Wogahn will share how the development came to be, details about its growth, and the populations it serves. Cohoon and Wogahn will also discuss how project organizers have been able to build units affordably as well as future plans for Hope Village. The event is free. Local housing leaders and the general public are encouraged to attend. It is co-sponsored by the JONAH Affordable Housing Task Force and L.E. Phillips Memorial Public Library. The discussion is the first in a three-part series of presentations about affordable housing projects in the Chippewa Valley. Bringing passenger trains to Eau Claire - What's the status? Monday, May 19, meeting with updates A longtime goal of the Chamber and area community leaders has been the establishment of rail passenger service to West Central Wisconsin, including likely stops in Eau Claire, Menomonie, Baldwin, and Hudson, to link the region with the Twin Cities, Milwaukee, and Chicago. Two current studies are underway as part of a federal funding pipeline, enacted in the 2021 Bipartisan Infrastructure Law, that would take service planning to the next step. They envision an Eau Claire-Twin Cities frequent regional service, as well as through service Chicago-Milwaukee-Madison-Eau Claire-Twin Cities. The West Central Wisconsin Rail Coalition is holding an update meeting for the public next Monday, May 19. The meeting will provide information about the current status of service planning, economic benefits of the potential train services, and what has to happen next to bring trains to reality. The meeting is also timely because the State of Wisconsin is currently drafting its 2025-27 biennial budget, which will need to include funding to ensure the state's rail programs continue. Meeting details are being finalized. Mark your calendar now and plan to attend. A hybrid attendance option is also anticipated. Momentum West announces Housing Solutions Forum Momentum West, the regional economic development organization, has announced a Housing Solutions Forum coming up in Eau Claire on Tuesday, June 10. The event will include a series of interactive conversations focusing on innovative best practices, community development ideas, and updates on efforts from throughout the region. It will begin with a Keynote address by Kurt Paulsen, Professor of Urban Planning, UW Madison. Joint Finance Committee begins state budget action Deletes 600 items from Governor's budget; Budget expectations discussed at Eggs & Issues last Friday The Legislature's Joint Finance Committee (JFC) last Thursday voted to eliminate 600 items from the budget proposed by Governor Tony Evers. Such a move has become a regular practice as the Republican-controlled body starts over on the budget after receiving the Democratic Governor's proposal, although the Legislature did the same in the final budget under Republican Governor Scott Walker. At the Chamber's Eggs & Issues breakfast last Friday, which focused on the prospective state budget, Senator Romaine Quinn, a Republican JFC member, said the Committee has gone back to a base budget, but then will consider funding department-by-department in the next few weeks. That discussion also included Democratic Assembly member Jodi Emerson, and political observers Bill McCoshen of Michael Best and John Jacobson of Ruder Ware. It was also noted that the Legislature will get new fiscal estimates this coming Friday that will impact budget deliberations. On April 22, business and community leaders from Chippewa, Dunn, and Eau Claire Counties traveled to Madison to advocate for key economic issues at the 31st Annual Chippewa Valley Rally. The event was timed as an opportunity to ensure regional priorities are considered during the budget process.
